its a tool we used to enhance the public service (education, transportation, health...) in a cooperation between the A- service provider and B- the citizen knowing the exact need . 2 focus group A alone and B alone with needs and then public hearing
cooperation for better public service
discovery based learning / group A and group B are not an enemies they need to discover the needs of each other to build a good public service.
step 1 , the facilitator of group A and B start asking each group alone " what is the problem you want to change " and what time should take ?" who is the responsible ?" same time for both group
step 2 , we bring together the 2 papers of needs and start to compare and find the same needs and same problems
step 3, we ask if everyone agreed on the the 2 to 4 needs maximun from the 2 groups.
step 4 together we try to make an action plan with exact timesheet.
papers and pen preferable ( feutre)for each group
one facilitator for each group
and a flip shart to indicate the last list of needs from the 2 parts
if possible a slide show, movie with example in the world of the positive impact
a list of the needs for the public service provider and the citizen who receive this services
and an action plan with who is responsible of what
the 90 min is enough to understand the way of thinking but to implemented we need a long time for follow up
be flexible and try to understand why the participant dont talk some times and dont share the exact fear.
